Leadership Team

Paul Giever, PE, President – Mr. Giever has several years as president of Meier and more than 34 years of structural and civil engineering experience. He is a licensed Structural/Civil Engineer. As a lead engineer, he is responsible for the structural design of steel, concrete, masonry, and wood structures.

Bobbi Keen, CPA, CMA, Controller/Operations Manager – Ms. Keen is a highly successful business finance leader with over 29 years of proven success driving accounting, finance, contract management, project control, and human resource initiatives across various industries.

Anthony Cockbain, PE, Director of Projects/QA Manager – Mr. Cockbain has more than 25 years of experience in the field of civil/structural engineering and project management. His experience includes independent qualified engineering assessments, and designs for a wide variety of commercial and residential structures.

Gary Fleming, Structural Group Manager – Mr. Fleming has over 36 years of experience in the field of structural engineering and project management. He currently serves as a Project Manager for multi-discipline projects where he is responsible for scheduling and budgeting, as well as preparing and reviewing project documents.

Colin Bates, PE, Mechanical Group Manager – Mr. Bates has 17 years of experience in mechanical engineering including commercial, educational, and federal projects. His areas of expertise include plumbing design, HVAC design, 3D modeling and animation, building energy modeling, and design project management.

Thomas Kastner, Architecture Group Manager – Mr. Kastner has over 37 years experience in all parts of architectural practice with emphasis on academic, civic and healthcare projects.  His international experience has allowed him to manage a wide range of projects in an equally wide range of geographical and cultural venues.


John Walker, PE, Civil Group Manager – Mr. Walker has more than 39 years of civil engineering related experience. He has managed more than 30 million sq. ft. of commercial, industrial, and residential land development projects.



Pat Fuller, PMP, Electrical Group Manager –  Mr. Fuller has over 29 years of experience in electrical engineering and instrumentation and controls in various industries including nuclear, food and beverage, oil and gas, and pulp and paper.

Project Management Team

Jeremiah Newell, PE, Mechanical EngineerMr. Newell has over 17 years of experience in mechanical engineering. He is currently responsible for project management and mechanical engineering designs of industrial, commercial, and educational facilities. Duties include project management, analysis and design, developing construction documents, estimating, construction observation, and construction administration. He is experienced in applying building, state and local codes, as well as various other project/client specific codes during the design process and construction phase.


Tony Vader, PE Structural Engineer
Mr. Vader is a licensed engineer with 15 years of structural experience. He has been responsible for the design of concrete footings, steel pipe supports, catwalks, bridges, and guard rails for industrial facilities, as well as earth retaining systems, and small concrete block utility buildings and fire walls.  In addition to structural engineering, Mr. Vader has eight plus years of experience in civil engineering. His projects have included airport runways and aprons, road corridor realignments, gravity sewer and municipal water extensions, environmental remediations, and commercial site developments.

Ed Luebben, AIA Architect– Mr. Luebben has over 43 years of architectural experience including over 25 years providing project management. Responsibilities include architect of record, interacting with permitting agencies, assisting contractors during bid and construction phases, and coordinating all consultant services. Project experience includes work with municipal, commercial, educational, industrial, religious, institutional, governmental, winery, and historical architectural design.
